10 GCA § 2905.11

The Medically Indigent Program is intended to be the last resort for the provision of medical services for those persons who cannot pay for medical services. Therefore, a person with medical insurance must refer claims to that person’s insurance company first, before the bills can be submitted to the Medically Indigent Program. Those services provided by Federal or other Guam Programs shall be utilized first, in order that the Medically Indigent Program is the payor of last resort. § 2905.12 Treatment of Eighteen-Year-Old Applicants. An individual who has attained the age of eighteen (18) years and who is not a dependent for tax purposes of another household may apply to the Medically Indigent Program. An individual who is between the ages of eighteen (18) and twenty-three (23) years who is still attending high school or college and living at home may be included under that person’s parents, or household member’s application to the Medically Indigent Program and the family’s income.
