10 GCA § 2909

The Administrator shall issue prior authorization for elective or specialized surgical procedures, off Guam care and certain other services as follows: (a) prior authorization must be obtained prior to rendering of hospital services, except in emergency situations; and (b) all services requiring prior authorization from the Medically Indigent Program must be prescribed by a physician as medically necessary.
