Health Needs: Formulation, Adoption and Approval. (a) The Department is hereby empowered and authorized: (l) To formulate, adopt and administer a detailed plan or plans for the purposes specified in § 3601 of this article. (2) To make and adopt all such rules and regulations, not inconsistent with the provisions of §§ 3601 through 3605 of this article, inclusive, or of the Social Security Act, as are or may be necessary for the administration of such plan or plans and the administration of this Article. (b) Such plan or plans and the rules and regulations, when formulated, shall be submitted to the Secretary of Health and Human Services for approval, and when approved by the

Secretary shall thereupon be made effective in accordance with the Administration Adjudication Law.
