The provisions of this Chapter are severable and if any of the provisions of this Chapter are held invalid or unconstitutional or

the application thereof to any person or circumstance is held inapplicable, such invalidity, unconstitutionality, or inapplicability shall not affect or impair the remaining provisions or application of this Chapter.
