(a) Federal Supremacy. This Article does not restrict any person or government instrumentality from complying with Federal law or regulations. (b) Prior Conflicting Acts. If a conflict arises between this Article and other local laws or regulations concerning training standards and certification of peace officers, this Article shall control.
