10 GCA § 51120

The Department of Public Works shall conduct a feasibility study on the commercial applications of methane recovery systems for the Layon Landfill. The study shall include, but not be limited to, alternatives such as, (a) the return on investment on government-built and operated methane recovery systems; (b) private-public partnerships; and (c) the use of methane for electrical power generation. Any funding request for the study, including justification for such funding, shall be submitted to I Liheslaturan Guåhan for its consideration within one hundred eighty (180) days of the enactment of this Section. Prior to submitting a funding request to I Liheslaturan Guåhan, the Department of Public Works shall consider and apply for Federal Grants to cover the cost of the study.
