Rates for Services. The Authority shall apply to the Public Utilities Commission (PUC) for establishment of its rates for its services including, but not limited to: (a) Operating Costs: (1) Layon Landfill (2) Commercial Transfer Stations (3) Retail Transfer Stations (4) Residential Trash Collection (5) Bulky and Metallic Waste collection (6) Recycling (7) Customer Service and Education (8) Equipment Maintenance (9) Household Hazardous Waste (10) Administration (b) Reserve Fund Costs: (1) Debt Service (2) Equipment Replacement (3) New Cell Development (4) Closure of Cells (5) Post Closure Care
