Guam. In granting such loans, the Director shall, subject to the Adminis- trative Adjudication Law, promulgate all rules and regulations necessary for the operation of the Fund; provided, that loans granted under the Fund shall not exceed Fifty Thousand Dollars ($50,000) per farmer or fishermen in either or both of the classes of loans in § 12010.1 below, and that interest charged on each loan shall not exceed four percent (4%) per annum.
