It shall be the duty of the Guam Natural Resources Board to formulate such rules, regulations and procedures as are necessary to effectuate the aims and intents of this Act and no government land shall be leased or sold for the purpose of commercial mining or removing therefrom any minerals, rocks or sand for processing until the rules, regulations and procedures herewith authorized shall have been adopted and promulgated pursuant to the provisions of the Administrative Adjudication Act; and provided, further, that such regulations and procedures shall include, among other provisions, the following: (a) a public hearing on the proposed lease or sale of government land must be conducted by the Board; (b) a notice for said hearing shall be published in a newspaper of general circulation at least ten (10) days before the day set for the hearing; and (c) the notice for hearing shall contain a summary description of the proposed mining operations.
