Guam Banned Skincare Products List. (a) The Guam Department of Agriculture, the Guam Environmental Protection Agency, and the Guam Department of Public Health and Social Services shall, either separately or jointly, develop rules and regulations, pursuant to Chapter 9, 5 GCA, to add FDA approved or non-FDA approved skincare products to the Guam Banned Skincare Products List in § 631002 of this Article if such products are found to contain any substance that poses a threat to Guam’s marine ecosystem. (b) Notice of the ban shall be given as follows: (1) Banned products containing a non-FDA approved substance that is determined to be a threat to Guam’s marine ecosystem – not less than thirty (30) days. (2) Banned products containing an FDA approved substance that is determined to be a threat to Guam’s marine ecosystem – not less than one hundred eighty (180) days.
