(a) Subject to § 63716.1 of this Code, general courts-martial have jurisdiction to try persons subject to this Code for any offense made punishable by this Code and may, under such limitations as the regulations of the Guam military forces may prescribe, adjudge any of the following punishments: (1) A fine of not more than Two Hundred Dollars ($200) or confinement of not more than two hundred (200) days. However, in no case, may the total of such fine and jail time exceed a combined total of two hundred (200) days; (2) Forfeiture of pay and allowances; (3) A reprimand; (4) Dismissal, dishonorable discharge or bad conduct discharge; (5) Reduction of rank and grade; (6) Any combination of these punishments; or (7) If the offense being tried is under § 63723.60 of this Code and the offense alleged is a violation of Title 9, Guam Code Annotated, then the range of punishment may be equal to, but shall not exceed, the punishment authorized under said Title 9 for such offense. (b) A dismissal, dishonorable discharge or bad conduct discharge may not be adjudged unless a complete record (verbatim or, if authorized by regulations of the Guam military forces, videotape or similar records) of the proceedings and testimony has been made, counsel having the qualifications prescribed
