10 GCA § 65114

(a) The agencies designated or appointed by I Maga’håga/Maga’låhi are authorized and empowered to recommend to I Maga’håga/Maga’låhi for issuance as executive orders the making, amendment and rescission of such orders, rules and regulations as may be necessary for civil defense purposes and to supplement the carrying out of the provisions of this Chapter, but not inconsistent with any orders, rules or regulations, promulgated by I Maga’håga/Maga’låhi or by any Guam agency exercising a power delegated to it by her/him. (b) All orders, rules and regulations promulgated by I Maga’håga/Maga’låhi or by other agency authorized by this Chapter to make orders, rules and regulations, shall have the full force and effect of law, when, in the event of issuance by I Maga’håga/Maga’låhi or any Guam agency, a copy thereof is filed in the office of the Secretary of Guam. All existing laws, ordinances, rules and regulations inconsistent with

the provisions of this Chapter or of any order, rule or regulation issued under the authority of this Chapter shall be suspended during the period of time and to the extent that such conflict exists. (c) In order to attain uniformity so far as practicable throughout Guam in measures taken to aid civil defense, all action taken under this Chapter and all orders, rules and regulations, actions, recommendations and requests of Federal authorities relevant thereto and, to the extent permitted by law, shall be consistent with such orders, rules, regulations, actions, recommendations and requests.
