Permits, Certificates; Appeal. (a) Any commission, permit or certificate may be revoked, cancelled or denied for cause at any time by the Director after affording a; interested parties reasonable opportunity for a fair hearing. Cause shall mean violation of any provision of this Article or a finding by the Director that the holder of the commission, permit or certificate is no longer qualified. (b) Any person aggrieved by the Director>s action in denying, granting, revoking or cancelling a commission, permit or certificate may, within 20 days after such action, appeal in writing to the Guam Land Use Commission under § 66508 of this Title.
