No person shall be employed as a Private Security Officer in Guam unless they first meet the following qualifications: (1) He must be at least eighteen (18) years of age; (2) He must be a citizen of the United States or a resident alien;

(3) He must not have been convicted in any jurisdiction of any felony for which a full pardon has not been granted; (4) He must not have been declared by any court of competent jurisdiction incompetent by reason of mental disease or defect unless competency has been restored him; (5) He must not suffer from habitual drunkenness or from narcotic addiction or dependence; (6) He must not possess any medical or physical disability which in the judgement of the employer prevents him from performing the duties of a Private Security Officer; and (7) He must not have been discharged from the military service under other than honorable conditions.
