Transfer of Registration: Re-registration

(a) Upon receipt of a properly endorsed certificate of ownership and the proper registration card, and upon receipt of the required transfer tax, the Department of Revenue and Taxation shall re-register the vehicle under its registration number in the name of the new owner, and new legal owner if any, and shall issue a new registration card and certificate of ownership as provided upon an original registration. (b) Before transferring the registration of a vehicle, the Department shall check the certificate or application for such transfer against the stolen vehicle index maintained as provided in this Title and determine therefrom that it is not a stolen vehicle.
