The proceeds of sale at public auction shall be paid over to the Treasurer of Guam in satisfaction of storage charges and other governmental expenses and the sale of such merchandise or property shall exonerate the master of any vessel from all claims of the former owner of the merchandise or property in question. All private claims for freight, contribution in general, average or other charges against the merchandise or property involved must be filed with I Maga’hågan/Maga’låhen Guåhan via the Collector of Customs for decision as to payment out of the surplus, if any. The decision of I Maga’håga/Maga’låhi shall be final.
