GPD shall develop administrative rules and regulations to implement the provisions of this Article pursuant to Chapter 9, 5 GCA.

ARTICLE 5 POLICE OFFICER RETENTION INCENTIVE PROGRAM

Retention Bonus for Retiring Officers. Notwithstanding the provisions of Part I of this Section, officers retiring from government of Guam service with the Guam Police Department (GPD) within three (3) years after the date of enactment hereof, shall be eligible to receive the retention bonus enacted in Part I of this Section; provided, that (a) the officer was continually employed by GPD for not less than three (3) years prior to the date of enactment hereof; and (b) the officer had no history of disciplinary action during the three (3) years prior to the date of enactment. Part III. No Inclusion for Retirement Annuity Calculations. Notwithstanding any other provision of law, no portion of the Triennial Retention Bonuses shall be included in the salary of any GPD officer for purpose of adding to the officer’s retirement annuity including the salary of officers who elected non-base pay retirement inclusion prior to March 29, 1993. The Triennial Retention Bonuses are not subject to any employer/employee contributions for the Government of Guam Retirement Fund.
