(a) When an offender is sentenced to pay a fine or to make restitution, the court may grant permission for the payment to be made within a specified period of time or in specified installments. If no such permission is embodied in the sentence, the fine or restitution shall be payable forthwith. (b) When an offender sentenced to pay a fine or make restitution is also sentenced to probation, the court may make the payment a condition of probation. (c) The offender shall pay a fine, restitution or any installment thereof to the court. In the event of default in payment, the Attorney General shall take appropriate action for its collection. (d) Unless otherwise provided by law, all fines collected shall be paid over to the Treasurer of Guam and shall become part of the general funds of Guam and shall be subject to general appropriation.
