Allows any hemp processor with a permit from the Department of Health to sell certain manufactured hemp products that contain a tetrahydrocannabinol concentration of not more than five milligrams per serving. Increases the maximum tetrahydrocannabinol concentration for tinctures to five milligrams per serving.
