Establishes tax credits for insurers providing full property coverage to owners and associations of condominiums in the amount equal to twenty per cent of the insurance premium. Provides additional ten per cent tax credits to insurers incorporated in the State.

Clarifies that persons who enter private property for recreational purposes have no cause of action, unless exempted under law. Requires courts to award attorneys' fees and costs to landowners if plaintiffs bring unreasonable actions. Establishes, as a matter of law, that persons participating in outdoor recreational activities accept the inherent risks, dangers, or hazards in the activities. Clarifies the definitions for "recreational purpose" and "recreational user".

Repeals the authority for campaign funds to carry over to subsequent elections. Requires, at the latest, for campaign funds not expended to escheat to the State after a certain period. Requires the Campaign Spending Commission to make reasonable efforts to return escheated funds to contributors with any remaining balance to fund partially publicly financed campaigns.

Prohibits landlords, including those operating in public housing and educational dorm settings, from renting a dwelling unit that the landlord knows has a current bed bug infestation. Establishes procedures that landlords shall take upon receiving notice of an actual or suspected bed bug infestation.

Authorizes a landlord to petition a district court for a temporary restraining order, permanent restraining order, or injunction to compel a tenant's compliance with section 521-51, Hawaii Revised Statutes.

RELATING TO EDUCATION.

Beginning with the 2025-2026 school year, requires the Department of Education to establish a cardiopulmonary resuscitation and automated external defibrillator training program for public school students in grades six through twelve as part of existing health or physical education curriculum. Beginning with the 2025-2026 school year, requires the establishment of a cardiac emergency response plan in all public elementary, middle, intermediate, and high schools in the State.

RELATING TO TRANSPORTATION.

Requires the Department of Transportation to establish and implement a five-year Interisland Transportation Fee Reimbursement Pilot Program, to be funded by revenues received from the rental motor vehicle surcharge. Extends the increase of the rental motor vehicle surcharge by $0.50 each year from 12/31/2027 to 12/31/2031. Appropriates funds.

RELATING TO CONDOMINIUMS.

Provides that a condominium board's or its officer's or member's failure to maintain the minimum required balance for a condominium's replacement reserves fund may constitute a violation of the fiduciary duty owed. Establishes a minimum balance for a condominium association's replacement reserves fund, with an exception for sufficient assessments. Effective 9/1/2025.

RELATING TO TAX HAVEN ABUSE.

Requires corporations to include the income of all foreign subsidiaries to the State. Applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax. Effective 1/1/2026.
