67-9202. declaration of policy. The Idaho legislature, recognizing that an offered low price is not always indicative of the greatest value, declares it to be the policy of the state: (1) To engage in open, competitive acquisitions of property; and (2) To maximize the value received by the state with attendant benefits to the citizens.
