Footrests on motorcycles and motor driven cycles

49-962. Footrests on motorcycles and motor driven cycles. It shall be unlawful for the operator of any motorcycle or motor driven cycle to carry a passenger on the vehicle unless it is equipped with footrests designed exclusively for the use of a passenger on the vehicle.
