39-6710. QUORUM -- PROCEDURES. (1) A majority of the members of a regional council shall constitute a quorum for the transaction of business. A majority vote of the members present shall be required to take action with respect to any matter. (2) A regional council may adopt its own operating rules and procedures, which shall be made available to the public.
