Supports the principles put forth by Illinois ASCD/PD365 regarding the ethical and effective use of artificial intelligence in K-12 classrooms. Urges the Illinois State Board of Education (ISBE), in collaboration with school districts, educators, technology experts, and stakeholder organizations, to develop statewide guidelines for the ethical and responsible use of artificial intelligence in education, including protections for student data, expectations for algorithmic transparency, monitoring for bias, and the incorporation of digital and AI literacy into Illinois curricula to ensure students can thoughtfully and ethically engage with emerging technologies. Encourages investment in educator professional development and equitable access to technology, including broadband infrastructure, one-to-one devices, and AI-enabled tools to ensure that all Illinois educators and students are prepared to use artificial intelligence responsibly, effectively, and fairly across all schools.

SUPPORT-TRIBUTE TO VALOR FNDN

Expresses support for and encourages all residents to support the Tribute to Valor Foundation and its mission to inspire the youth of America and all people to ask themselves the question "Who Am I?" and to answer by reflecting on the six core values of the Medal of Honor. CPS PORK PRODUCT BAN

Urges the Chicago Public Schools (CPS) Board of Education to conduct a formal review of the Local School Wellness Policy provision prohibiting pork products. Urges such a review to include identification and disclosure of the original rationale and supporting documentation for the prohibition, consultation with nutrition experts and food service professionals, and consideration of stakeholder input. Encourages the CPS Board of Education to evaluate whether limited menu testing or pilot programs allowing pork products would better align with current nutrition science, cultural inclusion, fiscal stewardship, and full utilization of available USDA foods.

LEGAL EDUC.-GUARDIANS AD LITEM

Encourages the Administrative Office of the Illinois Courts, acting through the Illinois Judicial College, to develop, approve, and offer a continuing legal education program for GALs serving in family law and juvenile matters that includes, at a minimum, instruction regarding chronic medical conditions affecting children, training addressing the distinction between medical advocacy and parental conflict, guidance on appropriate consultation with treating medical professionals, education concerning treatment adherence and risk assessment, and instruction regarding the ethical limits of a GAL's medical opinions. Encourages the Administrative Office of the Illinois Courts to promote participation in such training to GALs statewide and to communicate this recommendation to the Chief Judge of each judicial circuit for consideration in appointment and continued service determinations.

NO TAX DECOUPLING-FEDS

Respectfully urges the Governor of the State of Illinois not to decouple Illinois' tax policy from the federal tax changes contained in H.R. 1. ACA SUBSIDIES-EXTEND

Urges the United States Congress to enact a one-year extension of ACA subsidies through December 31, 2026, with enhanced oversight mechanisms to combat the estimated $25 billion in annual fraud, including stricter verification processes for enrollments and penalties for fraudulent activities. Urges Congress to include a clause in the extension legislation stipulating that, if comprehensive ACA reforms are not enacted by December 31, 2026, all members of Congress and the United States Senate shall forfeit their government health plan subsidies effective January 1, 2027, thereby aligning their incentives with those of the taxpayers who fund over 75% of their premiums.

Reaffirms the commitment to the strengthening and deepening of the sister ties between the State of Illinois and Taiwan, the Republic of China (ROC). Reaffirms support for the Taiwan Relations Act (TRA) and supports Illinois businesses referring to Taiwan, ROC, as Taiwan. Endorses Taiwan's efforts to secure the signing of a Bilateral Trade Agreement (BTA), the Avoidance of Double Taxation Agreement (ADTA), and the Indo-Pacific Economic Framework for Prosperity (IPEF) with the United States. Supports the further strengthening of a closer economic and trade partnership between the State of Illinois and Taiwan with multiple possible approaches, including signing an economic and trade memorandum of understanding, exploring the possibility of establishing an Illinois Office in Taiwan, and sending Illinois high-level officials to visit Taiwan. Supports Taiwan's meaningful participation in international organizations, which impact the health, safety, and well-being of the peoples of Taiwan, the State of Illinois, the United States, and the world. Opposes any distortion or misuse of United Nations General Assembly (UNGA) Resolution 2758 to attempt to deny Taiwan's aspiration to make more contributions in international societies.

EARLY CHILDHOOD CARE

States that the new Department of Early Childhood and its planning process should prioritize appropriate attention to the facilities needs of our State's mixed-delivery system of early care and education. Additionally states that the State should move expeditiously to award its remaining Early Childhood Construction Grant monies to qualified applicants, to assist providers of critical birth-to-five programs in meeting their growing building-and-repair demands. Finally states that the State should also move as quickly as feasible to replenish Early Childhood Construction Grant resources to help Illinois achieve the long-term vision of the bipartisan Funding Commission for making services "simpler, better, fairer" for young children, their families, and communities statewide.
