Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall issue to home builders who build single-family homes in the State (i) certificates of exemption from the Retailers' Occupation Tax Act, the Use Tax Act, the Service Use Tax Act, and the Service Occupation Tax Act and (ii) credit certifications against the taxes imposed under the Illinois Income Tax Act.

REGULATING HEMP
Amends the Cannabis Regulation and Tax Act. In the definition of "cannabis", provides that "cannabis" does not include hemp, industrial hemp, or Illinois hemp for human consumption as defined and authorized under the Industrial Hemp Act, but includes intoxicating hemp as defined under the Industrial Hemp Act. Amends the Industrial Hemp Act. Revises definitions to conform to federal law. Adds definitions of "Illinois hemp for human consumption", "intoxicating hemp", and "synthetic hemp product". Directs the Department of Agriculture to adopt rules to conform to federal law. Directs the Department to also adopt rules regarding hemp products intended for human consumption that (1) require testing, (2) establish labeling requirements, (3) require child-resistant packaging, and (4) prohibit branding attractive to children. Prohibits the sale, offer for sale, delivery, or furnishment of a hemp product intended for human consumption to a person who is under 21 years of age. Prohibits the manufacture, distribution, sale, offer for sale, delivery, or furnishment of synthetic hemp products. Provides for civil penalties for violations to be deposited into the Industrial Hemp Regulatory Fund. Provides that the exception in the Cannabis Control Act for the Industrial Hemp Act does not apply to synthetic hemp products. Amends the Cannabis Control Act. Changes the definition of "cannabis".

YOUTH HEALTH PROTECTION ACT
Creates the Youth Health Protection Act. Provides that a medical doctor shall not prescribe, provide, administer, or deliver puberty-suppressing drugs or cross-sex hormones and shall not perform surgical orchiectomy or castration, urethroplasty, vaginoplasty, mastectomy, phalloplasty, or metoidioplasty on biologically healthy and anatomically normal persons under the age of 18 for the purpose of treating the subjective, internal psychological condition of gender dysphoria or gender discordance. Provides that any efforts to modify the anatomy, physiology, or biochemistry of a biologically healthy person under the age of 18 who experiences gender dysphoria or gender discordance shall be considered unprofessional conduct and shall be subject to discipline by the licensing entity or disciplinary review board. Provides that no medical doctor or mental health provider shall refer any person under the age of 18 to any medical doctor for chemical or surgical interventions to treat gender dysphoria or gender discordance. Contains definitions, a statement of purpose, and legislative findings. Amends the Medical Practice Act of 1987 to make related changes.

ULTRASOUND OPPORTUNITY ACT
Creates the Ultrasound Opportunity Act. Sets forth legislative findings and definitions. Provides that at any facility where abortions are performed, the physician who is to perform the abortion, the referring physician, or another qualified person working in conjunction with either physician shall offer any woman seeking an abortion after 8 weeks of gestation an opportunity to receive and view an active ultrasound of her unborn child by someone qualified to perform ultrasounds at the facility, or at a facility listed in a listing of local ultrasound providers provided by the facility, prior to the woman having any part of an abortion performed or induced and prior to the administration of any anesthesia or medication in preparation for the abortion. Provides that the requirements of the Act shall not apply when, in the medical judgment of the physician performing or inducing the abortion, there exists a medical emergency. Contains a severability provision. Effective immediately.

SCH CD-INVESTIGATE ED LICENSE
Amends the Educator Licensure Article of the School Code. With regard to the suspension or revocation of a license, endorsement, or approval, provides that failure of the State Superintendent of Education to complete its investigation and issue formal discipline or otherwise dispose of the investigation within one year after the State Superintendent receives any written investigatory evidence relating to a particular license holder shall result in the investigation being deemed completed and the allegations against the license holder shall be determined to be unsubstantiated and dismissed with prejudice by the State Superintendent. Provides that formal documentation of an unsubstantiated determination shall state that no further action will be taken by the State Superintendent arising from the same facts or circumstances and shall be sent to the license holder within 45 business days after the unsubstantiated determination.

ENVIORNMENTAL GOAL EXTENSIONS
Amends the Illinois Power Agency Act. Provides that it is the policy of the State to rapidly transition to 100% clean energy by 2060 (rather than 2050). Amends the Public Utilities Act. In provisions relating to performance incentives and metrics for electric utilities designed to encourage those utilities to support and facilitate the State's clean energy transition, extends timelines by 10 years from existing statutory dates to allow for competitive market development and cost declines. Amends the Environmental Protection Act. Provides that all electricity generating units and large greenhouse gas-emitting units that use coal or oil as a fuel and are not public GHG-emitting units shall permanently reduce all CO2e and co-pollutant emissions to zero no later than January 1, 2040 (rather than 2030). Further provides that All EGUs and large greenhouse gas-emitting units that use coal as a fuel and are public GHG-emitting units shall permanently reduce CO2e emissions to zero no later than December 31, 2055 (rather than 2045). Provides that if the emissions reduction requirement is not achieved by December 31, 2045 (rather than 2035), the plant shall retire one or more units or otherwise reduce its CO2e emissions by 45% from existing emissions by June 30, 2048 (rather than 2038). Provides that no later than January 1. 2050 (rather than 2040) all EGUs and large greenhouse gas-emitting units that have a NOx emission rate of greater than 0.12 lbs/MWh or a SO2 emission rate greater than 0.006 lb/MWh, and are not located in or within 3 miles of an environmental justice community designated as of January 1, 2021 or an equity investment eligible community shall permanently reduce all CO2e and co-pollutant emissions to zero, including through unit retirement or the use of 100% green hydrogen or other similar technology that is commercially proven to achieve zero carbon emissions.

DRONE SAFETY & INTERFERENCE
Creates the Drone Safety and Interference Prevention Act. Creates the offenses of (1) unlawful imaging of an emergency response activity; (2) unlawful operation over critical infrastructure facilities; and (3) unlawful operation of a drone over a correctional institution or facility. Defines these offenses and establishes penalties. Provides that a private person or entity operating a drone in the State is prohibited from equipping or using on the drone any firearm, weaponized laser, kinetic impact projectile, chemical agent or irritant, or any other lethal or non-lethal weapon. Provides that a law enforcement officer may seize a drone and any attached equipment, including any image-capturing devices, storage media, or weapons, if the officer has probable cause to believe the drone was used or operated in violation of the Act. Provides that any drone or equipment seized under the Act is subject to forfeiture in accordance with the Criminal Code of 2012 and the Forfeiture Article of the Code of Criminal Procedure of 1963, as applicable. Provides that the State may use forfeited drones and equipment for law enforcement purposes, including training and counter-drone operations. Provides that prior to forfeiture, the court shall provide notice and an opportunity for hearing to the owner or operator of the drone, unless the drone was abandoned or unclaimed. Provides that, if the court determines, by a preponderance of the evidence, that the drone was used in violation of the Act, the drone shall be forfeited to the State. Provides that any images or data seized under the provision shall be retained only if there is a reasonable suspicion they contain evidence of a crime. Provides that all other data must be deleted within 30 days unless relevant to an ongoing investigation. Provides that the State, any unit of local government, any law enforcement agency or any officers or agents of those entities that are acting reasonably and in good faith to enforce the Act are not civilly liable for damage to or loss of a drone, except for willful or wanton misconduct. Provides that the Act shall be enforced by State and local law enforcement agencies. Provides that enforcement data under the Act shall be reported through the Illinois State Police's existing Uniform Crime Reporting program. Contains a severability provision. Effective January 1, 2027.

REVENUE-REINTEGRATION FUND
Amends the State Finance Act. Creates the Community Housing Reintegration Fund. Provides that moneys in the Fund may be used to provide housing-related costs for eligible persons who are either (i) transitioning out of congregate long-term care settings into less restrictive independent and community-based housing or (ii) facing impending placement in a congregate long-term care facility due to lack of affordable accessible housing. Amends the Property Tax Code. Increases the real estate transfer tax from $0.50 per $500 of valuation to $0.75 per $500 in valuation. Provides that a portion of the proceeds from the real estate transfer tax shall be deposited into the Community Housing Reintegration Fund. Effective immediately.

Amends the Illinois Insurance Code. Removes provisions concerning the duties of the Director of Insurance to promulgate reasonable rules requiring insurers doing business in the State of Illinois to report factual information in their possession that is pertinent to suspected fraudulent insurance claims, fraudulent insurance applications, or premium fraud after the Director has made a determination that the information is necessary to detect fraud or arson. Requires insurers to report fraudulent activity to the Attorney General, the National Insurance Crime Bureau, or the National Association of Insurance Commissioners. Removes provisions concerning the Director's designation of data processing organizations or governmental agencies to assist in gathering and compiling fraud information. Sets forth provisions allowing any person who has a reasonable belief that an act of insurance fraud that is or may be a crime under Illinois law has been, is being, or is about to be committed or any person who collects, reviews, or analyzes information concerning insurance fraud that is or may be a crime under Illinois law to report suspected insurance fraud activity to the Attorney General or an authorized representative of an insurer that requests the information for the purpose of directing, prosecuting, or preventing insurance fraud. Amends the End-of-Life Options for Terminally Ill Patients Act. PERSISTENT DV OFFENDER ACT
Creates the Persistent Domestic Violence Offender Database Act. Requires the Illinois State Police to establish and maintain a Statewide Persistent Domestic Violence Offender Database for the purpose of identifying persistent domestic violence offenders. Requires the Illinois State Police to maintain the database based upon information supplied by the court clerks and information available to the Illinois State Police from the Department of Corrections and local law enforcement agencies. Requires the Illinois State Police to make the information contained in the database accessible to the public on the agency's Internet home page and update that information as it deems necessary. Sets forth the information that must be stored in the database. Provides that if a person is convicted of a domestic violence offense and the person convicted has at least one prior conviction for a domestic violence offense or if a person has an order of protection granted against them and the person has at least one prior order of protection granted against them, then the court shall, upon proof of any prior domestic violence offense convictions or order of protection, order the person to register as a persistent domestic violence offender. Requires the court clerk to forward to the Illinois State Police a certified copy of the qualifying conviction or order of protection and the date of birth of any person ordered to register as a persistent domestic violence offender. Contains provisions on registration fees. Requires the Illinois State Police to remove a registered person's name and other information from the database after a specified number of years following the person's last conviction. Provides that the Act applies only to persons convicted of a domestic violence offense or to persons against whom an order of protection is granted on or after January 1, 2027; however, a prior conviction is not required to occur on or after January 1, 2027.

Provides that for any expedited appeal to amend or remove an indicated report from the State Central Register that is initiated or pending on or after the effective date of the amendatory Act, the Director of the Department of Children and Family Services shall issue its final decision on the abuse or neglect report within 60 days after receipt of a timely sufficient request for an expedited appeal, unless extended by action of the appellant. Provides that within the same 60 day time period, the Director shall receive and accept, reject, amend, or return to the Administrative Hearings Unit for further proceedings the Administrative Law Judge's recommendation with respect to the expedited appeal. Provides that the comprehensive assessment of a patient prior to the patient's admission to an establishment shall be completed by a physician or a nurse practitioner or physician assistant. Makes changes to the definition of "medication administration" in provisions concerning service requirements. Provides that a licensed health care professional may be employed (instead of may not be employed) by the owner or operator of the establishment, its parent entity, or any other entity with ownership common to either the owner or operator of the establishment or parent entity, including, but not limited to, an affiliate of the owner or operator of the establishment, if the resident chooses to utilize the services of the licensed health care professional working within the scope of the professional's practice. Sets forth provisions concerning an emergency plan and disaster preparedness. Provides that incidents must be reported to the Department of Public Health within 24 hours after the incident or by the end of the next business day. Provides that staff in an establishment may be trained to assist in a nonemergency lift of a resident. Provides that repeated technical infractions by an establishment within a calendar year may result in a Type 3 violation.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that prescription medicines and products classified as Class III medical devices by the United States Food and Drug Administration that are used for cancer treatment pursuant to a prescription are exempt from the tax under the Acts. Amends the Illinois Income Tax Act. Increases the amount deposited into the Local Government Distributive Fund to: (i) 7.47% of the net revenue realized from the tax imposed upon individuals, trusts, estates, and pass-through entities; and (ii) 7.85% of the net revenue realized from the tax imposed upon corporations. TREASURER-CHILD CARE FUND
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a Child Care Solutions Pilot Program to make grants to child care centers in pilot communities. Creates the Illinois Child Care Solutions Fund for the purpose of funding the Program. Provides that the Illinois Child Care Solutions Fund may receive private donations. Provides that the State shall provide $2 in matching funds from the General Revenue Fund for each $1 in private donations received by the Fund, provided that the total amount of matching funds may not exceed $3,000,000 in any State fiscal year. Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to 75% of the amount donated by the taxpayer during the taxable year to the Illinois Child Care Solutions Fund. Effective immediately.

Amends the Children and Family Services Act. Requires the Department of Children and Family Services, as the State agency responsible for administering federal funds in accordance with Title IV-E of the Social Security Act, to apply to the Administration for Children and Families within the U.S. Department of Health and Human Services for approval to amend the State's Family First Title IV-E Prevention Plan to implement a Community Pathway for Parents as Teachers model that allows at-risk families to access needed services through community-based referrals from organizations that offer evidence-based programs aimed at preventing foster care entry. Provides that the Community Pathway for Parents as Teachers model shall target families with children age 0 through 5 years and provide parents with child development knowledge and parenting support to help prevent child abuse and neglect. Provides that the Community Pathway for Parents as Teachers model shall be an alternative prevention strategy to the Department's traditional child protection approach by better facilitating families' accessibility to needed services, without child welfare involvement, through the integration of the existing Parents as Teachers model administered and supported by the Parents as Teachers Illinois State Office. Provides that Title IV-E funding shall be used to support and expand the network of community-based services and supports for children and families under the existing Parents as Teachers model. Requires the Department to collaborate with the Parents as Teachers Illinois State Office, the Illinois State Board of Education, and any other relevant agency in the development of the Community Pathway for Parents as Teachers model.

ENGINEER STUDENT SCHOLARSHIP
Creates the Engineering Students of Illinois Scholarship Act. Creates the Engineering Students of Illinois Scholarship Program, to be administered by the Illinois Student Assistance Commission, to provide scholarship assistance until July 1, 2031 to eligible students for engineering-related study at a public university who agree to work as an engineer for the Department of Transportation for a period of not less than 3 years. Allows the Commission to award scholarships to pay the tuition and fees of a student enrolled in an approved program of professional engineering education for the equivalent of 8 semesters or 16 quarters of full-time enrollment. Provides for an additional stipend in an amount not to exceed $10,000. Establishes the total amount of scholarship assistance, the application process, eligibility requirements, and payments and repayments. Amends the Board of Higher Education Act to require the Board of Higher Education to establish and administer a competitive grant program for public institutions of higher education that award degrees in engineering. Repeals the Act on July 1, 2032.

BIPA-SECURITY PURPOSE
Amends the Biometric Information Privacy Act. Defines "security purpose" to mean for the purpose of preventing or investigating retail theft, fraud, or any other misappropriation or theft of a thing of value. Provides that security purpose includes protecting property from trespass, controlling access to property, or protecting any person from harm, including stalking, violence, or harassment, and includes assisting a law enforcement investigation. Waives certain requirements for collecting, capturing, or otherwise obtaining a person's or a customer's biometric identifier or biometric information under certain circumstances relating to security purposes. Amends the School Code. Provides that a school board shall require a school that operates a library to place the library's catalog of library materials in a searchable database accessible over the Internet to a parent or guardian of a student at the school. Provides that a school board shall require a school that operates a library to allow a parent or guardian of a student at the school to prohibit the student from accessing any library materials that the parent or guardian designates. Provides that the school shall require the parent or guardian to designate in writing which library materials the parent or guardian is prohibiting the student from accessing, shall keep the written designation on file in the library, and shall prevent the student from accessing that material.

NONCITIZEN COST TRANSPARENCY
Creates the Noncitizen Population Spending Transparency Act. Provides that the Department of Human Services, in collaboration with relevant State agencies, shall prepare an annual report identifying all State spending on services and resources for noncitizen and asylum-seeking populations. Sets forth reporting requirements. Provides that, on or before November 15, 2026, and each year thereafter, the Department of Human Services shall submit the report to the General Assembly. Provides that the Department of Human Services shall post and maintain the report on its publicly available website. Provides that the Department of Human Services is authorized to coordinate efforts with other State agencies to prepare and submit a cohesive report for the General Assembly. Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, beginning with budgets prepared for fiscal year 2028, the budgets submitted by the Governor and appropriations made by the General Assembly for all executive branch State agencies must include a detailed accounting of all proposed spending on noncitizen and asylum-seeking populations. CRIM CD&PRO-PUBLIC CORRUPTION
Amends the Criminal Code of 2012. In the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law, expands the definition of "predicate activity" to include bribery, official misconduct, solicitation misconduct (State government), solicitation misconduct (local government), and legislative misconduct. Extends the repeal of the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law to January 1, 2035 (rather than July 1, 2027). Amends the Code of Criminal Procedure of 1963. Expands the authority of the State's Attorney to seek a court order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing, or is about to commit an offense to include predicate activity under the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law. Effective immediately.

Amends the Illinois Insurance Code. In provisions requiring policies of group accident and health insurance to provide coverage for certain examination and testing services provided to a victim of specified criminal offenses, prohibits the policy from imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement on the coverage provided, except to the extent that the coverage would disqualify a high-deductible health plan from eligibility for a health savings account under the Internal Revenue Code. Amends the Illinois Insurance Code. Requires the Department of Insurance to establish and maintain a dedicated, publicly accessible webpage on its official website that compiles and provides direct hyperlinks to the provider search directories or tools maintained by each health insurance issuer regulated by the Department. Provides that each regulated health insurance issuer shall submit to the Department, upon request and at least annually, the current URL for its provider search directory and notify the Department of any changes within 30 days after the changes. Provides that failure to comply may result in penalties. Establishes maintenance requirements of the webpage by the Department.

STATE EMPLOYEE CHILD CARE
Creates the State Employee Child Care Pilot Program Task Force Act. Establishes the State Employee Child Care Pilot Program Task Force within the Department of Early Childhood to evaluate the feasibility of establishing an on-site child care pilot program for State employees; develop recommendations regarding pilot program structure, staffing models, and operational oversight; identify potential State-owned or leased facilities suitable for pilot program locations; and other specified duties. Contains provisions concerning Task Force membership and meetings. Requires the Task Force to submit a report to the General Assembly and the Governor that includes findings, recommendations, estimated costs, and any proposed statutory or administrative changes necessary to implement a pilot program. Provides that the Task Force is dissolved and the Act is repealed on December 31, 2027. Effective immediately.

Amends the Adoption Act. Requires the following information to be provided to adoptive parents if the child was placed in foster care before adoption: (1) whether the child was in the care of more than one foster home before adoption and the reason why the child was moved from one foster home to another foster home; (2) whether other children lived in the foster home during the time of the child's placement in the foster home; (3) basic information and details about each foster parent who cared for the child; and (4) any developmental milestones that occurred before adoption.
