Order or certified copy; prima facie proof

(205 ILCS 740/23) (was 225 ILCS 425/23)     Sec. 23. Order or certified copy; prima facie proof. An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that:         (1) the signature is the genuine signature of the     Secretary; and         (2) the Secretary is duly appointed and qualified.
