Sec. 90. Rulemaking. The Department of Human Services, in consultation with the Illinois School for the Deaf, the Deaf and Hard of Hearing Commission, the Department of Early Childhood, the State Board of Education, and the Department of Public Health, may adopt any rules necessary to implement this Act.
