Sec. 0.5. As used in this chapter, "compelling public interest" means any condition in which there is a question of: (1) the proper appropriation or expenditure of public funds; (2) the official conduct of public employees or any person who provides goods or services to the state for financial compensation under contract or other agreement; (3) the suitability for receiving a public trust or benefits; or (4) the public safety or welfare.
