"User"

Sec. 244. "User", for purposes of IC 13-21 and environmental management laws, means a person that has entered into a financing agreement with: (1) a county solid waste management district or joint solid waste management district; or (2) a developer; in contemplation of the user's use and operation of the facilities referred to in the agreement.
