Sec. 4. (a) A permit may be granted only upon satisfactory proof that the specific animals intended to be imported meet the following conditions: (1) The animals are free of a communicable disease at the time of importation. (2) The animals will not become a nuisance. (3) The animals will not cause damage to a native wild or domestic species.
