Sec. 4. The director may have an investigation made of a complaint that wild animals are causing damage or posing a health or safety threat to persons or domestic animals. If it is found that: (1) the damage has not been caused by wild animals; or (2) the person has not complied with the requirements under this chapter or a rule adopted under this chapter; a permit shall be denied according to the procedures in IC 4-21.5.
