"Normal water level of a lake" defined

Sec. 2. As used in this chapter, "normal water level of a lake" means: (1) the water level of the lake established by law; or (2) if the water level has not been established, the level where the presence and action of the water has been so constant as to give to the bed of the lake a character distinct from that of the surrounding land with regard to vegetation and the nature of the soil.
