Sec. 4. A petition filed under section 3 of this chapter must be filed as follows: (1) For a levee district, in the court establishing the levee district. (2) For an incorporated levee association formed under Acts 1913, c.165, in the circuit court, superior court, or probate court of the county in which the principal offices of the
