Commission refusing to issue permit

Sec. 35. The commission: (1) may refuse to issue a permit to an operator whose permit the commission has repeatedly suspended for noncompliance or violation of: (A) this chapter; or (B) IC 13-4-6 (before its repeal); and (2) shall refuse to issue a permit to an operator whose permit has been revoked more than three (3) times.
