(a) The state department shall adopt rules under IC 4-22-2 for the disposal of sewage through the use of onsite sewage systems for municipalities and publicly owned treatment works. (b) The rules adopted under this section must include procedures for the review and approval of the: (1) design; (2) construction; (3) installation; (4) maintenance; and (5) operation; of onsite sewage systems.
