Sec. 3. A local health department may: (1) contract with; or (2) establish a grant; for the purpose of providing core public health services by a person to Indiana residents. A local health department that receives additional funding under IC 16-46-10-2.2 that establishes a core public health services grant program shall administer the local health department's own grant program.
