Sec. 26. (a) The department shall apply to the United States Department of Education for assessment flexibility. (b) The application submitted in accordance with subsection (a) must include the following: (1) A plan to administer a statewide summative examination in grade 3, grade 5, grade 8, and grade 11. (2) A plan to assist schools in the assessment of subject matter mastery in grades in which a statewide summative examination is not administered. (3) A plan to implement the approved assessment changes in conjunction with the
