Sec. 1. It is the purpose of this chapter to provide for the organization of public schools in Indiana to: (1) promote the best interests of the students of Indiana; (2) provide for the organization of additional forms of local school government; (3) preserve and ensure an economical and efficient school system in accordance with the desires of the people in local communities; and (4) improve the education of the students of Indiana as guaranteed by the laws and Constitution of the State of Indiana.
