Duties of state educational institutions

Sec. 2. Except as provided in section 4 of this chapter, a state educational institution shall: (1) admit a senior citizen to a scheduled course where there is space available; and (2) grant a waiver of the tuition assessed for the course as provided in section 3 of this chapter.
