Liberal construction of chapter

Sec. 2. (a) This chapter shall be liberally construed to effectuate the purposes of this chapter. (b) This chapter may not be construed as requiring: (1) municipalities; (2) redevelopment commissions; or (3) redevelopment districts; to participate in any federal cooperation or grants.
