Sec. 3. (a) A candidate entitled to appoint a watcher under IC 3-6-9 may appoint a watcher at a central location for counting absentee ballots. (b) A watcher appointed under this section: (1) has the rights; and (2) must follow the requirements; set forth in IC 3-6-9. As added by P.L.3-1993, SEC.176 and P.L.19-1993, SEC.2.
