Each tier 1 contractor must contribute in: (1) work performed by the tier 1 contractor's employees; (2) materials supplied directly by the tier 1 contractor; (3) services supplied directly by the tier 1 contractor's employees; or (4) any combination of subdivisions (1) through (3); at least fifteen percent (15%) of the tier 1 contractor's total contract price as determined at the time the contract is awarded.
