"Franchise"

Sec. 4. As used in this chapter, "franchise" means an initial authorization, or a renewal of an authorization, that: (1) is issued by the commission under this chapter after June 30, 2006; and (2) authorizes the construction or operation of a video service system in a designated service area in Indiana.
