"Regulatory ordinance"

Sec. 3. As used in this chapter, "regulatory ordinance" means an ordinance adopted by a municipality that: (1) asserts the exclusive authority of a municipal utility to provide service within a regulated territory; or (2) prohibits another utility from providing utility service in the regulated territory.
