Sec. 28. A person may not transport passengers for compensation as a special and charter carrier until after obtaining a certificate from the department, unless on December 31, 1982, the person: (1) held a certificate for a special and charter carrier; or (2) was exempt from the requirement for a certificate for a special and charter carrier under IC 8-2-7-29.
