Sec. 1. This chapter applies to all: (1) motor vehicles that are sold, leased, transferred, or replaced by a dealer or manufacturer in Indiana; and (2) methamphetamine vehicles that are sold, leased, transferred, or replaced by a dealer or seller in Indiana.
