Private digital asset mining; limitations of a unit

Sec. 4. A unit may not adopt or enforce an ordinance or other regulation: (1) that prohibits private digital asset mining in a residence located in an area that is zoned for residential use; or (2) that: (A) limits the level of noise generated by private digital asset mining in a residence located in an area that is zoned for residential use; and (B) is not applicable to other residences in an area zoned for residential use.
