Sec. 5. As used in this chapter, "permitted use" means a use that is approved by a unit in a zoning district without the requirement of: (1) a public hearing; (2) a variance, special exception, contingent use, or conditional use; or (3) other discretionary zoning action, other than a determination that a site plan conforms with applicable zoning regulations.
