Use of parking meters authorized

Sec. 2. A municipality may: (1) regulate the parking or standing of vehicles upon or off any public way in the municipality; and (2) provide for the collection of license fees from a person parking or standing a vehicle upon or off any public way in the municipality; by the use of parking meters.
