Final order; effective date; authority of department or court to stay, modify, or vacate

Sec. 16. (a) A final order issued under this chapter is effective on the eleventh day after service of the order. However, a final order issued upon consent under section 14 of this chapter is effective at the time specified in the order. (b) A final order remains effective and enforceable as provided in the order. (c) The department or a reviewing court may stay, modify, or vacate a final order.
